The Province of Cebu is, without a doubt, one of the greatest jewels of the Visayan Region, and it also welcomes millions of tourists and business travelers each year. As such, the region’s government has implemented various travel guidelines for everyone’s safety. Here’s what you need to know:

General Cebu Province

REQUIREMENTS FOR ENTRY

  • If fully vaccinated: vaccination card or proof of vaccination through VaxCertPH.
  • If unvaccinated: medical certificate.
  • Tourists aged 18 years old and below are not allowed to enter Cebu Province.

Cebu City

REQUIREMENTS FOR ENTRY

  • If fully vaccinated: vaccination card with QR Code and valid ID. If no QR code, present the official vaccination certificate issued by the local health officer of your LGU or vaccination certification issued by the Department of Health-Bureau of Quarantine.
  • If unvaccinated: A negative RT-PCR test result taken within 72 hours; or a negative antigen test result taken within the last 48 hours; or a negative saliva test result taken within the last 48 hours (tests must be conducted by Department of Health accreddited laboratories)
  • Approved S-Pass

Mandaue City

REQUIREMENTS FOR ENTRY

  • Unvaccinated tourists: negative RT-PCR or antigen test result
  • Vaccinated tourists: vaccination card

Lapu-Lapu City

STATUS

  • Lapu-Lapu City is under Alert Level 3. Intrazonal and interzonal movement shall be allowed. However, reasonable restrictions may be imposed. Restaurants, MICE establishments, and tourism sites are also allowed to operate at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity.

REQUIREMENTS FOR ENTRY

  • All tourists can freely enter except for those aged 18 and below. Vaccinated individuals, however, are encouraged to secure proof of vaccination through VaxCertPH.

GUIDELINES WHILE TRAVELING IN LAPU-LAPU CITY

All tourists are required to wear / have:

  1. Face mask
  2. Face shield

Note: Personal air purifiers are encouraged but not mandatory

Tourist Travel Requirements to Cebu City

CEBU (CEB) Travel Guidelines
 Travel Permission
  • Alert Level 2: November 15 – 30, 2021
  • Learn more about Eligible Passengers for Domestic Travel
  • Cebu Province shall be under Alert Level 2 from November 15-30, 2021.
  • Interzonal travel within the entire island of Cebu shall be permitted. All persons shall be allowed to travel to and from the Province of Cebu and the cities of Cebu, Mandaue, and Lapu-Lapu.
  • Effective immediately, all persons traveling to the Province of Cebu*  shall no longer be required to present a negative (a) RT-PCR Test Result nor a (b) Rapid Antigen Test Result or (c) a medical certificate as a requirement for entry.
  • Instead, fully vaccinated persons shall be required to present their vaccination cards or vaccination certificates as proof of vaccination.

 

*Please check travel requirements for Cebu City, Lapu-lapu City, Mandaue City as they may differ from Cebu Province

Notes
  • Effective immediately, all persons traveling to the Province of Cebu shall no longer be required to present a negative (a) RT-PCR Test Result nor a (b) Rapid Antigen Test Result or (c) a medical certificate as a requirement for entry.
  • Instead, fully vaccinated individuals shall be required to present their vaccination cards or vaccination as proof of vaccinations.

  • Negative RT-PCR result and Quarantine Certification issued by DOH- Bureau of Quarantine;

  • If fully vaccinated – Proof of Vaccination
  • Pass symptom checking or screening at the point of departure and arrival.
 

  

 LSI (Locally Stranded Individuals)

  • If fully vaccinated – Proof of Vaccination
  • If unvaccinated – Medical Certificate
  • Valid identification Card
  • Pass symptom checking or screening at the point of departure and arrival.
APOR (Authorized Persons Outside of Residence)

 

Individuals classified as APOR:

  • Health and emergency frontline service personnel
  • Government officials and government frontline personnel
  • Duly authorized humanitarian assistance actors (HAAs)
  • Persons traveling for medical or humanitarian reasons
  • Persons going to the airport for travel abroad
  • Anyone crossing zones for work or business permitted in the zone of destination, and going back home

APOR shall not be required to undergo quarantine protocols of the LGU of destination if they comply with the following:

  • If fully vaccinated – Proof of Vaccination
  • If unvaccinated – Medical Certificate
  • Valid ID from respective government agency
  • Original or Certified true copy of a travel authority or order issued by the Department Secretary or his designated official
  • Passed symptom checking or screening at the port upon arrival and upon boarding
  • Strictly comply with

  TOURISM/ NON-ESSENTIAL TRAVEL
  • If fully vaccinated – Proof of Vaccination
  • If unvaccinated – Medical Certificate
  • Valid Identification Card
  • Passed symptom checking or screening at the port upon arrival and upon boarding.

  • Cebu City
 Travel Permission

Alert Level 2: November 15 – 30, 2021

The City of Cebu adopts, complies and implements the Alert Level System in the management of the public health emergency as mandated by pertinent IATF resolutions. Further, the city will strictly enforce and observe the guidelines provided for Alert Level 2.

All persons entering and or bound for Cebu City as an initial or final point of destination must present the following documents before entry may be granted:

FOR COVID-19 FULLY VACCINATED INDIVIDUAL:

  • Valid Identification Document (ID) / Proof of identity bearing holder’s picture and signature
  • Official Vaccination Card with QR Code
  • If without QR Code, present the Official Vaccination Certificate issued by the Local Health Officer of the LGU concerned or Vaccination Certification issued by the DOH-BOQ.

 

FOR UNVACCINATED OR INCOMPLETELY VACCINATED INDIVIDUAL:

  • Negative RT-PCR Test Result taken within the last 72 hours; or
  • Negative Antigen Test Result taken within the last 48 hours; or
  • Negative Saliva Test Result taken within the last 48 hours
Notes
  • The tests must be conducted and performed by accredited and licensed testing centers and laboratories by the DOH.
ROF (Returning Overseas Filipinos) /
OFW (Overseas Filipino Workers)

OFWs/ROFs are covered by existing national guidelines from the IATF, DOT, OWWA, and other agencies which shall likewise apply for Cebu City bound ROF and OFWs as well.

  • Lapu-lapu City (Mactan)
 Travel Permission
  • Alert Level 2: November 15 – 30, 2021
  • Lapu-Lapu City shall implement Alert Level 2 Guidelines effective October 20, 2021 and shall remain in force unless the city is placed under a different alert level system.
  • Guidelines for Areas Under Alert Level 2
  • Intrazonal and interzonal travel shall be allowed subject to the reasonable restrictions based on age and comorbidities, as may be determined by the LGUs, which should not be stricter as those prescribed under Alert Level 4 and subject to the oversight, monitoring, and evaluation of their respective RIATF.

 

Note: The requirement for all persons bound for Lapu-Lapu City to present a negative RT-PCR Test Result taken within the last 72 hours or a negative Antigen Test taken within the last 48 hours prior to boarding shall be suspended until further notice.

 

  

  

 RETURNING LOCAL RESIDENTS / APOR (Authorized Persons Outside of Residence) / DOMESTIC TOURISTS

  • Passenger does not exhibit any symptoms and passes the symptoms screening tests at ports of entry and exit. The Mactan Cebu International Airport and GMR-Megawide Cebu Airport Corporation are directed to provide strict health assessment supervised by medical doctors to all arriving domestic passengers in the airport, and to put in place a referral system for travelers who exhibit symptoms.
  • Passenger shall wear face mask and face shield, observe physical distancing, comply with contact tracing requirements, and other public health standards mandated within Lapu-Lapu City.
  • For domestic tourists, all hotels and resorts shall implement health assessment and contact tracing measures before allowing a guest to enter hotel or resort.
  • The City of Lapu-Lapu shall no longer issue medical certificates and notice of availability to travel for residents departing for local or international destinations.
ROF (Returning Overseas Filipinos) /
FOREIGN NATIONALS (Authorized to
enter the Philippines from abroad)
  • Passenger shall have a pre-booked accommodation for at least six (6) nights in an accredited hotel or facility where they shall isolate immediately upon arrival.
  • Passenger shall undergo RT-PCR test at the hotel/facility on the 6th day from date of arrival.
  • If the traveler test negative of COVID-19 and can show proof of vaccination from COVID-19, he/she shall no longer be required to continue isolating. However, if the traveler has a negative result but not yet vaccinated, he/she shall be allowed to go home but continue isolating for the remainder of the 14-day quarantine.

  • Mandaue City
 Travel Permission

  • Guidelines for Areas Under Alert Level 2
    • The following persons shall NOT be allowed outside of their respective residences, provided that they be allowed access to obtain essential goods and services, or for work in permitted industries and offices:
      • Persons below fifteen (15)
      • Those who are over sixty-five (65) years of age
      • Those with immunodeficiencies, comorbidities, or other health risks
      • Pregnant women
    • Intrazonal and interzonal travel for persons not otherwise required to remain at their residences in the preceding paragraph may be allowed, subject to the reasonable regulations of the LGU of destination.
    • All persons that can present official vaccine cards and/or official vaccine certificates showing that they have been FULLY VACCINATED from an official vaccine site shall be EXEMPT from presenting a Negative RT-PCR Test or Antigen Test Result prior to their entry into Mandaue City.
    • Persons who are NOT FULLY VACCINATED, whether coming from high risk or low risk areas outside Cebu Island, shall be required to present proof of identity and/or proof of essential travel for those enumerated above AND any of the following before entering the City of Mandaue through any of its ports and other points of entry:
      • Negative RT-PCR Test Result taken within the last 72 hours; or
      • Negative Antigen Test Result taken within the last 48 hours
        • The test must be conducted and performed by accredited and licensed testing centers and laboratories by the DOH.

Notes
  • Documentary requirements must be submitted prior to travel to the city of Mandaue thru the City Tourism Office: tourism@mandauecity.gov.ph and mandaue_tourism@yahoo.com.ph
  • A Certificate of Acceptance or Travel Authority shall not be necessary before a person may be allowed entry to Mandaue City. Instead, the City Tourism Office shall send an email reply to the person concerned confirming receipt of the submitted documents and validating that the documents are complete and in order.
  • The City Tourism Office shall be authorized to issue such confirmation / certificate to the requesting party.
  • Considering that there may be LGUs that would require additional documents not mentioned under IATF Resolution No. 101, such as they deem necessary and reasonable, the City of Mandaue may issue the necessary documents/ certifications for persons coming from Mandaue City as may be required by the receiving LGU.
